Can Pokemon Heart Gold and Soul Silver versions trade and wifi battle with Pokemon Diomand, Pearl, and Platinu?

Pokemon Heart Gold and Soul Silver versions are for the Nintendo DS and they are releasing it in Japan in fall 2009 and in the US probably in 2010. If you guessed right, they are remakes for Pokemon Gold and Silver. By the way, I can't fit all of the word Platinum, it won't let me.

Yes, they will be able to. Heart Gold and Soul Silver are copies of the second generation Pokemon games, but will be included as fourth generation games. This means you can trade to:

Pokemon Diamond
Pokemon Pearl
Pokemon Platinum
*Pokemon Battle Revolution
*My Pokemon Ranch

These are all fourth generation games (with the exception of Pokemon Battle Revolution and My Pokemon Ranch [PBR being a battle-only game, and MPR being a storage-only game]). This means that you will be able to add Pokemon from your third generation games to your fourth, but you will not be able to send them back. Heart Gold and Soul Silver will soon join this list of fourth generation games.

You CANNOT trade to:

Pokemon Sapphire
Pokemon Ruby
Pokemon Emerald
Pokemon FireRed
Pokemon LeafGreen

These are all third generation games (If HG and SS incorporate migration, you will be able to import Pokemon into said games). As in Diamond, Pearl, and Platinum, you will NOT be able to return your Pokemon to their original third generation games.

Because all five (Diamond, Pearl, Platinum, Heart Gold, Soul Silver) are fourth generation games, you can rest assured that you will be able to trade within each of the games. It is a possibility that HG and SS can trade to third generation games (if the time machine is kept), but I am not completely sure.
