ARE TUTU'S A FASHION NO?

Hello there. Yes I am an emo kid who is into that sort of stuff. However I am also very fashion savvy. I never dress overboard because that is usually the ultimate killer for a cute outfit. I just want to know the deal on tutu's though. Are they acceptable to wear out in public or not? For example, with a pair of black tights.
